The 2026 Virginia General Assembly session is just around the corner—and it could be a major turning point for bicyclist safety across the Commonwealth. The Virginia Bicycling Federation (VBF), a coalition of bicycling advocates and organizations across the Commonwealth, has worked with VDOT officials and secured a legislative patron for a new Omnibus Bicyclist Safety Bill. Now, they need riders to show your support.

What’s in the 2026 Omnibus Bicyclist Safety Bill?

This important legislation includes three key changes to make our streets safer, smarter, and more welcoming for people who bike:

Safety Yield – Also known as the “Idaho Stop” or “Delaware Yield,” this proven approach allows bicyclists to treat stop signs as yield signs—slowing down and proceeding when the way is clear. It’s already law in 11 other states and DC and has been shown to reduce crashes at intersections.

Bicyclist Proceed on Walk Signal – This common-sense change would allow cyclists in travel or bike lanes to go when the pedestrian WALK signal appears. It helps riders clear intersections more safely and aligns with how many people already ride. It’s legal today only if you’re biking in a crosswalk—this bill fixes that gap.

Ride Two Abreast – Current Virginia law prohibits riding side-by-side in many situations—even on quiet neighborhood streets. That means a parent can’t legally ride next to their child. This bill fixes that, allowing two-abreast riding in low-speed areas while providing clarity for higher-speed roads.
